Bhutan is geopolitically in South Asia and is the region's second least populous nation after the Maldives. Thimphu is its capital and largest city, while Phuntsholing is its financial center. The independence of Bhutan has endured for centuries, and the territory was never colonized in its history. Situated on the ancient Silk Road between Tibet, the Indian subcontinent and Southeast Asia, the Bhutanese state developed a distinct national identity based on Buddhism. Headed by a spiritual leader known as the Zhabdrung Rinpoche, the territory was composed of many fiefdoms and governed as a Buddhist theocracy. Following a civil war in the 19th century, the House of Wangchuck reunited the country and established relations with the British Empire. Bhutan fostered a strategic partnership with India during the rise of Chinese communism and has a disputed border with the People's Republic of China. In 2008, it transitioned from an absolute monarchy to a constitutional monarchy and held the first election to the National Assembly of Bhutan, that has a two party system characterizing Bhutanese democracy. The King of Bhutan is known as the "Dragon King". Bhutan is also notable for pioneering the concept of gross national happiness. The country's landscape ranges from lush subtropical plains in the south to the sub-alpine Himalayan mountains in the north, where there are peaks in excess of 7,000 metres (23,000 ft). The highest mountain in Bhutan is the Gangkhar Puensum, which is also a strong candidate for the highest unclimbed mountain in the world. There is also diverse wildlife in Bhutan. In South Asia, Bhutan ranks first in economic freedom, ease of doing business, and peace; second in per capita income; and is the least corrupt country as of 2016. However, Bhutan continues to be a least developed country. Hydroelectricity accounts for the major share of its exports.[11] The government is a parliamentary democracy. Bhutan maintains diplomatic relations with 52 countries and the European Union, but does not have formal ties with the five permanent members of the United Nations Security Council. It is a member of the United Nations, SAARC, BIMSTEC and the Non Aligned Movement. The Royal Bhutan Army maintains extensive military relations with the Indian Armed Forces. The precise etymology of "Bhutan" is unknown, although it is likely to derive from the Tibetan endonym "Bod" used for Tibet. Traditionally, it is taken to be a transcription of the Sanskrit Bhoṭa-anta "end of Tibet", a reference to Bhutan's position as the southern extremity of the Tibetan plateau and culture.[12][13][14] Since the 17th century the official name of Bhutan has been Druk yul (country of the Drukpa Lineage, the Dragon People, or the Land of the Thunder Dragon, a reference to the country's dominant Buddhist sect) and Bhutan only appears in English-language official correspondence.[14] Names similar to Bhutan — including Bohtan, Buhtan, Bottanthis, Bottan and Bottanter — began to appear in Europe around the 1580s. Jean-Baptiste Tavernier's 1676 Six Voyages is the first to record the name Boutan. However, in every case, these seem to have been describing not modern Bhutan but the Kingdom of Tibet. The modern distinction between the two did not begin until well into the Scottish explorer George Bogle's 1774 expedition — realizing the differences between the two regions, cultures and states, his final report to the East India Company

In this Earth Talk given at Schumacher College on Tuesday, 25 November 2014, Dr. Julia Kim shares her reflections on the journey that has taken her from the heart of the HIV epidemic in rural South Africa to a prolonged meditation retreat in France, to the halls of the United Nations in New York, and finally to the Gross National Happiness (GNH) Centre in Bhutan. What tensions and contradictions arise when we begin to question the current development paradigm? What happens when we pause, and begin to ask about the "root causes" of the suffering and crisis we see around us? How does the journey towards our own happiness mirror larger questions about our relationship to the earth, and to spiritual and material development? About Dr. Julia Kim Dr. Julia Kim is a physician and public health researcher with program, policy and advocacy experience in the areas of international health and sustainable development, MDGs, and the post-2015 agenda. While based in New York at the Bureau for Development Policy, UNDP, her interests focused on addressing HIV, socio-economic inequalities, and other cross-cutting development challenges, as well as leveraging private-public partnerships, leadership development and community capacity-building programs. More recent work within UNICEF has focused on incorporating equity, wellbeing, and sustainable development within the post-2015 agenda. Her interest in GNH has included participation in the 2012 UN High-Level Meeting on “Happiness and Wellbeing: Defining a New Economic Paradigm” as well as research and policy analysis on “Health, happiness and well-being: implications for public policy” (Centre for Bhutan Studies and GNHResearch). She is currently a Senior Program Advisor at the GNH Centre, and a member of the International Expert Working Group for the New Development Paradigm, convened by the Government of Bhutan. Other interests include integrating compassion and awareness-based practices within leadership development and organizational change initiatives, and she is a member of the Presencing Institute – a global community that sees the integration of awareness-based practices as a core capacity of 21st-century innovation and leadership. Tshering Tobgay | Impressive Speech of Prime Minister of Bhutan at Vibrant Gujarat Summit Tshering Tobgay (born 19 September 1965) is a Bhutanese politician who has been the Prime Minister of Bhutan since 2013. Tobgay is leader of the People's Democratic Party,[1] and was also the Leader of the Opposition in the National Assembly from March 2008 to April 2013.Tobgay was born into a family of six brothers.[2] Both of his parents helped expand the country of Bhutan. Tobgay's father was one of the first soldiers of Bhutan's army, while his mother helped built the first road connecting Bhutan to India.[3] Tobgay attended secondary schooling at the Dr. Graham's Homes School in the city of Kalimpong, India, in the eastern Himalayas. In 1990, Tobgay received a bachelor of science in mechanical engineering from the University of Pittsburgh's Swanson School of Engineering after obtaining a scholarship from the United Nations.[4] Tobgay also completed a master's degree in public administration from the John F. Kennedy School of Government at Harvard University in 2004. Tobgay was a civil servant before he engaged in politics. He started his career in 1991 with the Technical and Vocational Education Section (TVES) of the Education Division in Bhutan. After his stint with the TVES from 1991 to 1999, Tobgay created and led the National Technical Training Authority (NTTA) from 1999 to 2003.[5] Tobgay also served from 2003 to 2007 in the Ministry of Labour and Human Resources as the director of the Human Resources department.[6] Tobgay resigned from the Ministry of Labour in February 2007[4] and entered politics to serve his duties for the reigning king, who established democracy in 2008.[3] After the election in 2013, Tobgay became the Prime Minister of Bhutan through a secret ballot.[7] Politics[edit] Tobgay was a co-founder member of the People’s Democratic Party and was responsible for establishing the Party as Bhutan’s first registered political party.[3] At the 2008 election, the PDP only obtained two seats, with Tobgay winning one of the seats.[4] In 2009, the PDP's leader Sangay Ngedup resigned from his position, and Tobgay took over as the party's leader.[8] After the 2013 election, Tobgay was elected as Prime Minister of Bhutan by a secret ballot.[9] 2013 campaign[edit] During Tobgay's campaign in the 2013 election, Tobgay focused on improving Bhutan with small promises. Instead of following in his predecessor's footsteps and promoting the Gross National Happiness, Tobgay pledged to give each village a power tiller and utility vehicles for each district.[3] Ideologies[edit] Tobgay believes that working on problems such as youth employment, corruption, and the national debt is more important than focusing only on the GNH.[10] Tobgay also concentrates on stopping corruption in Bhutan's government, and interacting with the Bhutanese population.[3] Tshering Tobgay announced that the country is also carbon negative instead of just carbon neutral. [11] Speeches[edit] At a 2015 TED talk titled TEDxThimphu, Tobgay spoke about happiness and how common the theme of happiness was talked about at other Ted Talks, including by Nancy Etcoff, and Silver Donald Cameron. In his speech, Tobgay emphasized that having a sense of purpose, identity, and security is important to become happy.[12] At a 2016 TED talk, Tobgay spoke about Bhutan's pledge to remain carbon neutral for all time. He shared his country's mission to put happiness before economic growth and set a world standard for environmental preservation.

India is back at the drawing board on BBIN (Bangladesh-Bhutan-India-Nepal) Motor Vehicles Agreement (MVA), an ambitious sub-regional transport project, even as Bhutan has shelved it for the time being. The BBIN, which is promoted by India and aimed at creating seamless connectivity between the four countries for enhanced sub-regional trade and movement of people, suffered a body blow on April 29, with Bhutan announcing that it will not be able to ratify the plan before it addresses some of concerns raised domestically over the project. “This is Bhutan’s internal matter. The plan can come into force even without Bhutan. Just that India and the other three countries will have to redraw plan. They can join it once they are ready, but as a new member,” a top official, involved in the project, told BusinessLine. The remaining three countries have already ratified it. With the final approval from Bhutan, the plan would have come into force. The lower house of Bhutanese Parliament had also rejected it in November last year but there were hopes that the Upper House would approve it. The joint working group on BBIN, which was due to meet this month, will now meet next month to redesign the routes. This is because, as per the present plan, some corridors are starting from Paro and Phuentsholing in Bhutan connecting Dhaka and then Kolkata, said the official. Thereafter, protocols have to be amended by India, Bangladesh and Nepal separately, after which, each of these countries will have to pass the edited protocols through their respective Parliaments because this is an international agreement. “The entire process will take five to six months. It will not be easy,” the official added. The main reason behind Bhutan’s hesitance to sign the pact now is because of environmental concerns raised by a section of the country’s citizens. Ironically, the deal was signed in Thimpu on June 15, 2015, as part of the commitments made in the 18th SAARC Summit held in Kathamandu, Nepal. India, on its part, has invested considerable diplomatic time and energy in implementing the plan aggressively. The Indian government had been pushing the plan aggressively because it also wanted to bypass Pakistan for not giving its consent to the larger MVA project that is aimed at connecting all those countries that share land borders. The BBIN MVA is also touted to be the cornerstone for Prime Minister Narendra Modi’s ‘Look East’ strategy in his key foreign policy initiatives. “The remaining three countries can start the plan. The positive news is that Bhutan has not quit the plan altogether. But when they join, they have to negotiate the terms afresh,” said Prabir De, Coordinator, ASEAN - India Centre, and Professor at RIS. India’s share in sub-regional trade is over 90 per cent. In 2015, India’s volume of total trade with BBIN countries was about $10.82 billion, of which exports accounted for $9.35 billion and the remaining was India’s import from BBIN, according to the IMF.
